I have not tried "Topaz", but if you already upgraded to Big Sur, some of the applications are not yet ready. Some application may need to be called by scrolling down to "Other" in the "Edit with" menu. You can call any external editor from the menu item "Image > Edit with > Other", if your version of Photos already has this menu item. What is your system version? Are you still using macOS 10.13 as shown below your question?
